Valencia City, Philippines – Elsar "Bebot" L. Rafanan, a cherished father and respected community member, passed away on September 27, 2024.

He is currently being honored at his home in Purok 10, behind the old health center or Barangay Hall in Poblacion, Valencia City, where friends and relatives are gathering until October 4, 2024, for the last vigil.
